In recent years, there has been growing concern about the impact of social media on public and political discourse. Private social media platforms like Facebook and Twitter have been criticized for their role in spreading misinformation, amplifying hate speech, and enabling the manipulation of public opinion by malicious actors. The issue has become increasingly urgent in the wake of the 2016 US presidential election, where there was widespread evidence of interference by external actors seeking to sway the outcome of the election.
One possible solution to these problems is the development of a publicly-funded social media platform that operates as a public space in the digital realm. Similar to public broadcasting services like NPR and PBS, a public social media platform could be designed to serve the public interest, promote democratic values, and provide a space for open dialogue.
PBS (Public Broadcasting Service) is a nonprofit organization that operates a network of public television stations across the country. PBS provides educational, cultural, and entertainment programming that is free and accessible to all viewers. In addition, PBS offers online resources, educational materials, and other services that support lifelong learning and civic engagement. Not a bad model for a publicly purposed social media platform.
Similarly, a publicly-funded social media platform could provide a range of services and resources that promote public access and participation. This may include educational resources, civic engagement tools, and community-building features that enable users to connect and collaborate with each other and build direct channels to their representatives.
A social media platform in the public domain could be designed to promote democratic participation and access. This could include features like user councils, participatory budgeting, and deliberative forums that enable users to have a direct say in how the platform is governed and operated. This would provide the best path forward for American political discourse in the digital era if it is to be free from manipulation, rather than relying on private platforms that are subject to bias and political pressures.
However, there are significant challenges to developing and implementing a national social media platform. One of the key challenges is developing a governance system that is resistant to manipulation or co-optation by outside actors who seek to influence the platform’s policies or operations. Bots, fake accounts, small policy groups that have disproportionate amounts of power, and other forms of manipulation could pose a significant threat to the integrity of the platform’s decision-making processes.
To address these challenges, a governance system designed on a blockchain and invoked with protocols could be implemented. This could eliminate biases and corruptibility inherent in decision makers and middlemen, mitigating the risk of outside influence by establishing clear protocols developed by the community. This would ensure transparency and accountability, while implementing mechanisms to detect and prevent interference by outside actors. This may include requiring verified user accounts, limiting the number of posts or comments that an individual user can make, establishing clear protocols for decision-making, and implementing robust monitoring and filtering mechanisms.
Additionally, AI could be employed on this national social media platform to improve decision-making, increase efficiency, and enhance user experience. For example, AI could be used to analyze user behavior and engagement patterns to inform content recommendations and identify potential cases of misinformation or malicious intent. AI algorithms could also be used to detect and prevent spam, bots, and fake accounts, ensuring that the platform remains free from interference by outside actors.
AI could also be used to improve the overall user experience on the platform. For example, AI-powered chatbots could be used to provide personalized recommendations or support for users, while machine learning algorithms could be used to identify and address user issues or concerns more efficiently. Natural language processing (NLP) algorithms could also be used to analyze and categorize user-generated content, making it easier to find and navigate through the platform’s content.
A digital platform that operates on a decentralized network of computers and servers offers a desirable level of transparency and could have a wide range of applications, from social networks and messaging platforms to online election systems. A digital platform that is decentralized and resistant to censorship could facilitate fair and transparent elections. In many countries around the world, there are concerns about the integrity of the voting process, and allegations of vote tampering or election fraud are not uncommon and the USA is no different now.
With a decentralized platform that uses blockchain technology, it would be possible to create a secure and tamper-proof system for conducting elections. Each vote could be recorded on the blockchain, and once a vote is recorded, it would be impossible to alter or delete it. This would ensure that the election results are accurate and cannot be manipulated.
Furthermore, the transparency of the blockchain would make it possible for anyone to verify the election results. By examining the blockchain, it would be possible to ensure that each vote was counted correctly increasing public confidence that there was no foul play involved in the election. There are concerns that a system such as this could be usurped by a political party but it has just as much if not more potential remain truly politically neutral. I can’t think of any systems currently that can make that claim.
In addition to providing a secure and transparent system for conducting elections, a decentralized platform could also make voting more accessible. With traditional voting systems, people have to physically go to a polling place to cast their vote. This can be difficult for people who are elderly, disabled, or living in remote areas.
In terms of governance, decentralized platforms could enable greater citizen participation in decision-making processes, giving individuals a greater say in the policies that affect their lives. A decentralized platform could make it possible for people to vote from anywhere in the world, as long as they have access to the internet. This could increase voter turnout and make the democratic process more inclusive. This would be a level of public access and self governance never before realized in human history.
In the private sector, decentralized platforms have already enabled greater creativity and innovation in content creation and distribution. For instance, decentralized social media platforms could allow users to own and control their own data and content, while also reducing the power of centralized corporations that currently dominate the social media landscape. A good aim for our aspirations of a public space in the digital world.
Overall, decentralized platforms have the potential to democratize power and give individuals more control over their lives and the systems that affect them. However, there are also potential drawbacks to decentralization, such as increased complexity and difficulty in achieving consensus among diverse stakeholders but to that I say this is where AI will prove itself a powerful tool in reducing that complexity.
Look at the things we accomplish when we all agree on the benefits. We put a man on the moon. We string cables across the Atlantic Ocean to facilitate communication with other continents. We build things like the internet. All worthy endeavors that took a lot of time and energy.
By drawing on public communication and broadcasting service models like PBS, a public social media platform could provide a path forward for American political discourse that is more free from manipulation and biased influence than we see today. There is much work to be done but the time to act is now as society becomes increasingly digital.
As humanity barrels into the future it is important to create a space in the digital realm that prioritizes democracy, protects free speech for the individual and serves the public good. Another worthy endeavor.
